Further to the February 3 consultation with Mr P, it is unfortunate that the secure detention unit planned for 2-4 Hunter's Way West, Chatham, ME5 7HL failed planning permission, for this could have been an ideal habitat for him during the extended and foreseeable 24/7/52/20 observation period, and close to his family's residences (W,D). For Mr P, treatment can only be palliative. Rehabilitation is infeasible, very unlikely and uneconomic. Paranoid schizophrenia is generally not curable. Mr P's antisocial and vocal misconduct over 20 years means a unit such as the Darland one would have been ideal. Noise, disturbance and a perception of fear within the community, thus resulting in a significant adverse impact on the quality of life and loss of amenities of those surrounding the site and wider residents of the semi- neighbouring community. Tall boundary fence (3m electrified and secondary 4m boundary enclosure), manned gates, CCTV and airlock systems to prevent escape via ventilation systems and any insecure non-oragory roof are needed.
The presence of Mr P would trigger community questions like- If it is a secure institution are the occupants capable of breaking out? Would they try t 5 Feb at 20:3.....(Truncated)

1. Only the Court of Central London County Court, under the provisions of the Hearing of 3 April 2020 at 2.00 pm in Claim E35YM660 with the Judge has the legal authority to pass judgment on whether these two Consultant Psychiatrists named by you, and in turn, Canada House as an institution for that matter (whose judicial functions are not elaborated by Ms Nerney the Chairman of the Trust) has the legal powers or authority to continue to examine me medically as I have now withdrawn my voluntary acquiescence to Canada House's jurisdiction for any kind of assessment and treatment of my mental state.
2. I will, accordingly, not attend the appointment of 19 February 2020 at 2.00 pm until the Court prior to or at the Hearing decides that I must do so.

If there is a tragedy, most likely a second suicide of a victim, VOPA will make sure the reputations of clinical, legal and law enforcement personnel who allowed Panigrahi's reign of terror to continue for twenty years get trashed.
